core: Move to hyprwayland-scanner (#260)

* move to hw-s
* hyprland-share-picker: add missing sources to meson, format CMake
* CMake: bump hw-s version
* CMake: fix protocolnew external protos
* CMake: get wayland.xml from wayland-scanner
* Nix: add missing deps
* Meson: use hw-s for protocols, add hyprutils
