Stop trying to maintain a per-file _POSIX_C_SOURCE. Instead,
require POSIX.1-2008 globally. A lot of core source files depend
on that already.
Some care must be taken on a few select files where we need a bit
more than POSIX. Some files need XSI extensions (_XOPEN_SOURCE) and
some files need BSD extensions (_DEFAULT_SOURCE). In both cases,
these feature test macros imply _POSIX_C_SOURCE. Make sure to not
define both these macros and _POSIX_C_SOURCE explicitly to avoid
POSIX requirement conflicts (e.g. _POSIX_C_SOURCE says POSIX.1-2001
but _XOPEN_SOURCE says POSIX.1-2008).
Additionally, there is one special case in render/vulkan/vulkan.c.
That file needs major()/minor(), and these are system-specific.
On FreeBSD, _POSIX_C_SOURCE hides system-specific symbols so we need
to make sure it's not defined for this file. On Linux, we can
explicitly include <sys/sysmacros.h> and ensure that apart from
symbols defined there the file only uses POSIX toys.
- Add POSIX 1993.09 compliance macro in source files that use
"struct timespec";
- Add POSIX 2001.12 compliance macro in source files that use
"struct sigaction" and the SA_SIGINFO macro, or the fchmod()
function;
- Add POSIX 2008.09 compliance macro in source files that use the
getline() function.
These compliance macros are enough for wlroots to compile with the
git-master version of uClibc-ng.

Compositors now are expected to wait for an initial commit by checking
wlr_xdg_surface.initial_commit on every surface commit and send
(schedule) configure events manually.
This commit changes the behavior of `new_*` signals to better match
their names (see https://gitlab.freedesktop.org/wlroots/wlroots/-/issues/3608).
wlr_xdg_shell.events.new_surface is now emitted when an xdg_surface is
created, and wlr_xdg_shell.events.new_{toplevel,popup} events are
introduced to get notified when an xdg_{toplevel,popup} is created.
Same applies to
`wlr_xdg_decoration_manager_v1.events.new_toplevel_decoration`. As a
result, wlr_xdg_surface.added and wlr_xdg_toplevel_decoration_v1.added
are removed, as we no longer need to track whether the corresponding
event was emitted.
Additionally, this commit changes the behavior of
wlr_xdg_surface.events.destroy: it is now emitted when the xdg_surface
is destroyed, as the name suggests.
wlr_xdg_{toplevel,popup}.events.destroy events are added to get
notified when an xdg_{toplevel,popup} is destroyed.
This increases type safety, makes it more obvious that role_data
must represent the role object, and will allow for automatic
cleanup when the resource is destroyed.
According to the protocol text, the popup will be immediately dismissed
when the grab is rejected. Because the grab can't be executed with a
destroyed seat, the popup is dismissed when one is provided.
When a client attaches a NULL buffer to its wl_surface, it's
unmapped. This resets the xdg_surface in its initial state. An
extra NULL commit makes the compositor send an initial configure
event.
Note, wlr_xdg_toplevel.added is separate from wlr_xdg_surface.added.

To be consistent with other wlr_xdg_* structs,
wlr_xdg_positioner_resource is renamed to wlr_xdg_positioner and made
public, and wlr_xdg_positioner is renamed to wlr_xdg_positioner_rules.
Functions which operated on wlr_xdg_positioner were renamed and updated
accordingly.
This commit removes any checks whether a configure will change anything
and makes configures be sent unconditionally. Additionally, configures
are scheduled on xdg_toplevel.{un,}set_{maximized,fullscreen} events.
The wl_touch.frame event is used to group multiple touch events
together. Instead of sending it immediately after each touch event,
rely on the backend to send it (and on the compositor to relay it).
This is a breaking change because compositors now need to manually
send touch frame events instead of relying on wlr_seat to do it.
